Added SYSINIT_START and SYSINIT_STOP_CMD for adjusting
runlevel start/stop scripts. Updated the rpm specfile to build
with the correct sysinit settings.
Using cmplowercase() and get_option_pos() for relevant populations.
Changed the /etc/pam.d authentication file to work with new pam specs.
Fedora backported proftpd-1.0.3a but there was an issue so the automatic
transformations for deprecated directives had to be removed (Should be ok anyhow).
