XChat2 is available for windows, and now (as of v2.0.21) supports dll plugins.

This version of mircryption.dll was compiled using bloodshed dev-c++, a
 fantastic free ide for windows, using the ming32 gcc compiler.  A project
 file for recompiling the xchat plugin with dev-c++ is now provided in
 the xchat directory.

This .dll is built by Mircryption team and certified as safe.
