Topic: Moderation

A moderated list is one in which all submissions are first reviewed and
approved by the owner(s) of a list before being distributed to a list.  The
owner(s) must then forward each message they wish to have distributed to
the list; if they do not want a message distributed they may simply delete it
from their mailboxes without forwarding it.  Exceptions are subscribers
with the 'owner' or 'submit' flags set, in which case the submission is passed
to the list normally without requiring approval.

You may turn this feature on with the 'moderated' flag.  While set, any
submission to the list by someone that's not a list owner will be sent to
the list owners for approval.
