Command: describe

  Format: 1. describe "<text>"
          2. describe none

Allows a list owner to enter the description of the selected list,
to a maximum of 80 characters.  The description must be contained within
double quotation marks if it contains any spaces.

To remove a description, enter the word 'none' in all lower case letters for
the description.
