List Flag: locked

Prevents changes to the list's configuration without affecting normal
list operation.  Any command which affects the list's operational
policy is disabled if this flag is set, but all other normal list operations
(subscribe, unsubscribe, add, remove, approve, reject, etc.) are
unaffected.

This flag can only be set or cleared by system administrators through the
listmanager command line interface.
