List Flag: moderated

Sets the list to be moderated.  All submissions are sent to the owner(s) of the
list, who may then determine what what is sent to the list and what is
discarded.  Submissions appear to come from the sender although they are
passed through listmanager.  Subscribers with the "owner" or "submit" flag
are exempt from this requirement, and their submissions are passed to the
list normally.
