Randomizes the code number for the currently selected list.

The actual name of any mailing list is "listxxx-yyy", where "xxx" is an
internally-assigned number that is guaranteed to be unique across the
set of lists present on the system.

If a user discovers the code number and the inode number, that user can
circumvent listmanager's privacy and security checks, and broadcast to the
list.  This is not really possible since sendmail strips that information away
from the headers of outgoing submissions, and the command is really only
present for historical reasons, and "just in case".

This command is only available to list owners.
