Member Flags: owner

Subscribers with this flag set have full privileges to access and
control the mailing list.  List owners can, among other things:

- add and remove subscribers
- maintain access control lists
- adjust the list's welcome and farewell messages
- adjust the list's headers and footers
- control the digest thresholds
- see hidden subscribers
- approve or reject pending submissions
- appoint other list owners
- restrict subscriber activities
- set list policy by way of list flags
- assist list subscribers new to the listmanager system

A subscriber with this flag set may not unsubscribe.  The flag must
be revoked before this is possible.

"help <command>" for additional information on any given command.
