Member Flag: submit

If an owner sets this flag for a subscriber, that subscriber may send
submissions directly to the list whether or not the list is moderated.
This is a way that a list owner can grant posting access to a list without
granting full owner privileges.

Moreover, the presence of this flag makes a subscriber immune from the effects
of list probation.

Note that the effects of the "silent" member flag override the privileges
granted by this flag.
