- queue_last_changed should be handled at backend level, not at library
  level. This would prevent spfqueue/socket to continuously getting the
  message ID list
- exim: add and option to avoid backend to recurse directories
- exim: handle move_frozen_messages; frozen are placed in Finput; in
  this case, be should handle two different queues
