make it run at a particular priority. 

Added an option to not ask for the version information.

This version of fuzz has several new features.

The program has been autoconf'd and automake'd. It has not been ported to any
other platforms and so most of the tests are kind of bogus but the foundation
is there.

Reporting is the big news. What this does is mail off the results to the test
to the an email address so that it can be processed and turned into a web page.
Don Marti is the one who is going to craft the web results form. 

The other interesting piece of information is that I have finally fixed the
race condition that made it difficult to run short running programs.
